At National Housing Company Innovation (NHCI), quality has always been a strategic priority aligned with our national digital transformation objectives. As our digital platforms expanded in scale and complexity, we recognized the need for a mature, measurable, and continuously improving test process framework.
To achieve this, NHCI adopted the TMMi framework as a structured roadmap for test maturity enhancement.
The Journey
Our journey toward TMMi Level 5 was driven by three key objectives:
- Establish standardized, organization-wide testing governance
- Increase predictability and measurable quality outcomes
- Shift from reactive defect detection to proactive defect prevention

- Organization-wide test policy and governance model

- Full alignment between QA, development, product, and DevOps teams
Through the world’s leading TMMi assessment provider, Experimentus, we were certified to Level 5 of TMMi in November 2025.
Moving Forward
Achieving TMMi Level 5 is not the end of our journey. At NHCI, we continue to refine predictive quality models, enhance automation coverage, and optimize cross-functional collaboration to sustain excellence.
TMMi has enabled us not only to mature our testing practices but to embed quality as a core organizational capability.
MINISTRY OF ENERGY – SAUDI ARABIA
The Ministry of Energy – Digital Quality Department adopted TMMi level 3 to strengthen digital reliability and make quality a core priority in our digital services.
Through TMMi, we standardized testing practices across our e-services, implemented risk-based testing, and established measurable quality indicators aligned with our digital transformation goals. It also improved collaboration across teams and increased transparency for leadership. Most importantly, TMMi elevated testing from an operational activity to a strategic quality assurance capability. We at Accenture in the Philippines first achieved the TMMI Level 5 Certification in 2020 – the first test organization and the first in the insurance industry in the Philippines to do so.
